LGU-Vigan launches Audio Visual Education-Capability Building Network

VIGAN CITY, July 5 (PIA) – The city government of Vigan, through the City Disaster Risk Reduction and Management Office (CDRRMO), launched AVE-CBN or Audio Visual Education-Capability Building Network on its local television (TV) channel – TVigan (Channel 9).

CDRRM Officer Milagros Alquiza said that AVE-CBN is an alternative training program, an innovation to cope up with the “new normal” due to the coronavirus disease 2019 (COVID-19), which airs filmed modules on various topics especially on disaster preparedness.

Out of the eight modules to be aired, two modules were launched on Friday at 6:00 in the evening after the Ciudad Vigan News Patrol program.

The first two modules showed the step-by-step process on how the CDRMMO responds to vehicular accidents.

On the module, a witness called the hotline of the CDRRMO to report a self vehicular accident.

Then the receiving officer asks what exactly happened, time and where it happened, number of victims involved, name of the caller and if the caller is aware if the victim is a COVID-19 suspect or probable case.

The module also showed that it didn’t take long for the CDRRMO to respond and arrive at the scene as the vital information was already provided by the witness and the communication between the receiving officer and the responders was efficient.

The module demonstrates the basic steps on how to prolong the life of the victim or patient while waiting for the arrival of the first-aider.

Types of first aid to be applied to the patient based on the type of emergency situation were also demonstrated, the responsibilities of a first-aider and how to respond during an emergency under the emergency action principle were also explained.

Kung dati namamasyal sila sa mga barangay o nag-i-invite ng mga sector para mag-training, ngayon, filmed na lahat. Magtuturo sila sa TV. Kaya kapag may access ka sa TVigan o may Facebook account ka, pwede ka ng mag-undergo ng training sa AVE-CBN. Every Friday night ito mai-ere para continuous ang pag-capacitate natin sa mga Bigueño, hindi lang sa mga taga-Vigan, kundi sa karatig bayan,” she said.

The airing of these modules will continue until face-to-face training is allowed, she added.

Marami pang dapat idagdag, pero since nagta-transcend pa kami from before to the “new normal,” basic DRRM measures muna ang ni-launched namin,” she said.

As the first two modules served as warm-up training for the viewers, when all modules are filmed and aired, a registration fee will be collected as they will be mandated for a return demo and take electronic exams to officially complete the training.

Sa mga susunod na modules, kapag meron na ‘yung mga skills training like bandaging, splinting, CPR (cardiopulmonary resuscitation), at iba pa, may registration fee na next time kasi mag-hold kami ng return demo at electronic exams para kapag maipasa nila, magbibigay kami ng certificte of completion,” she said.

The CDRRMO also aims to train more youth volunteers and community responders to increase the capacity of barangay responders on disaster preparedness.

Malawak ang Vigan City kaya nais nating palakasin ang kapasidad ng ating mga barangay responders gayun din na paramihin ang mga youth volunteers upang may tumayo na unang mag-responde sa panahon ng kalamidad,” she said.

With the onset of the COVID-19, Alquiza reminds Bigueños to be vigilant and to never hesitate to approach the city government for their concerns and needs.

At kung kayo ay may gusto malaman, open ang aming hotline at opisina to address ‘yung tulong na kailangan ninyo as long as kaya namin, hindi namin kayo tatalikuran. Let’s pray and take care of each other,” she said.
