NPC to LGUs: Practice transparency with responsibility when posting details of aid beneficiaries in social media

QUEZON CITY, April 8 (PIA) — The National Privacy Commission (NPC) is urging local government authorities to practice transparency with responsibility when posting the identities of the beneficiaries of the government financial aid on social media.

In a statement, the NPC said “public disclosure of personal information should strictly adhere to the principle of proportionality. Local Government Units (LGUs) must determine the types of personal data that they will disclose, particularly when the original list of SAP beneficiaries contains sensitive personal information.”

While the Data Privacy Act does not prohibit LGUs to disclose information which it deems essential for the public to know in the name of transparency, NPC said, “LGUs should be mindful of its concomitant responsibilities as personal information controllers.”

To promote transparency and accountability in the distribution of national government aid to affected beneficiaries under the enhanced community quarantine or ECQ areas, LGUs were directed to first post the approved names and barangay/district of the target beneficiaries before actual distribution.

The said list shall be posted on the LGUs’ official website, social media accounts, and at conspicuous places in the community to foster greater transparency and accountability.  (MACV/PIA DDCU)
