4 Countries Without Covid Restrictions: No Vaccine, No Quarantine, No Test

For travelers who have seen their free-movement rights denied due to the coronavirus pandemic, here is a list of countries that currently allow visitors to enter without COVID-19 test or quarantine or a very few restrictions.  

Also, find countries that have completely dropped its local Covid-19 restrictions.

Notice that governments can and will change entry restrictions depending on economic, politic and epidemiology factors. As of today these are the ones welcoming back tourists, no questions asked.

Costa Rica

[No test, No Quarantine, No Vaccine]

This Central American country has been open for tourism without restrictions since August 1, 2020. 

Although visitors do not need to quarantine or bring a COVID-19 test, they must purchase a medical insurance that covers any COVID-19 related medical treatment, quarantine lodging and repatriation for up to USD 50,000.

The country has also announced it will resume cruise ship operations to fully vaccinated travelers on September 1.

Mexico

[No test, No Quarantine, No Vaccine]

Mexico does not require a negative COVID-19 PCR test or quarantine for entry and all countries are welcome to visit. 

With an increase of 22 percent in COVID-19 cases, the country is starting its 3rd wave of coronavirus infections.

Colombia

[No test, No Quarantine, No Vaccine]

Colombia does not believe in mask wearing or putting any restrictions to its visitors. Back in June, the government reopened all businesses and tourist venues. Major cities are setting things up to hold music events with more than 10,000 people.

With almost 30,000 new daily cases and more than 600 deaths per night, the CDC considers that even fully vaccinated travelers may be at risk of getting sick in Colombia.

Dominican Republic

[No test, No Quarantine, No Vaccine]

Dominican Republic only requires its visitors to agree to random COVID-19 rapid tests upon arrival in case travelers feel unwell. 

Visitors must be aware of the strictly enforced curfew that goes from 6pm to 5am (with a grace period for movement until 9pm.)

With around 500 new cases per day, the country is overcoming its 3rd wave of coronavirus cases.

Countries with easy entry restrictions

Most countries are reopening their borders for international travel but entry restrictions vary from testing or no testing, quarantine or no quarantine and even vaccination status. Find out which countries are open with only 1 or 2 entry requirements. 

Portugal 

Portugal

Portugal is open to most countries excluding visitors from Brazil, India, Nepal, and South Africa who can only visit for essential reasons.

In order to be permitted entry, this colorful and welcoming country only require visitors to bring one of the following, 

  • The EU Digital Vaccination Certificate that most European citizens already have, or
  • A PCR test, taken at least 72 hours before boarding, or
  • A rapid antigen test (TRAg), taken within 48 hours of boarding

Keep in mind that all types of accommodations will also require one of the above-mentioned negative COVID-19 tests to check-in.

Portugal also offers the possibility to take a rapid test at the airport. However, we do not recommend going for this option because when visitors test positive for COVID-19 they need to undergo mandatory quarantine at their own expense. 

So better safe than sorry!

The United States of America

New York

The United States is open to tourists from all but 39 countries. Almost all Latin American, African, Asian and the rest of Trans-pacific countries are welcomed to the U.S. with a very limited number of restrictions. 

A negative COVID-19 test taken within 3 days before departure is enough for tourists to be permitted entry. 

The best part is the U.S. accepts multiple types of tests, from (RT-PCR) to (RT-LAMP), (TMA), (NEAR) and (HDA) tests. But if it sounds too complicated, a self-test a.k.a home test is also enough!

Months ago, the U.S. was allowing people bearing proof of vaccination of COVID-19 recovery but it has lately decided to request visitors to provide a negative test regardless of their vaccination or recovery status. 

Albania

Albania used to be one the few countries in the world that did not require test, vaccine or quarantine for people to visit it. Not anymore, but the good news is that entry is still easy.

Starting September 6, 2021, travelers must meet one of the three following conditions.

  • Bring a vaccine passport showing the date of full vaccination is no later than 14 days from the date of entry in Albania.
  • A negative PCR test taken within 72 hours or a rapid antigen test within 48 hours, or
  • Proof of recovery from COVID-19 in the 6 months preceding travel.

Tanzania 

Serengeti National Park, Tanzania

One negative COVID-19 test is all travelers need to be allowed to visit Tanzania and its Serengeti National Park.

The government only requires visitors to present a COVID test taken within 72 hours before arrival and to fill out an online Health Surveillance Form within 24 hours before entering the country.

Once visitors complete the form they will receive a Unique Health Code (UHC), which they must present to health officials at the airport.

No quarantine is needed!

Ukraine

Kiev, Ukraine

Ukraine is not only open for tourism but also has eased its entry restrictions in recent days.

To be permitted entry, visitors can either present a negative COVID-19 test no older than 72 prior to arrival in Tanzania, or

  • A negative rapid Antigen Test for SARS-CoV-2, OR
  • A vaccine certificate that shows the bearer received the last dose of a COVID vaccine 14 days before entering Ukraine.

All WHO-approved vaccines are accepted by the Ukrainian government.

Also health insurance is required. It can be easily purchased at https://visitukraine.today/

Ukrainian citizens, resident permit holders, diplomats accredited to Ukraine, refugees, crew members and military personnel are exempt from all requirements.

Bulgaria

Fully vaccinated visitors who do not appear in Bulgaria’s red list are welcome to enter without COVID-19 test or quarantine. 

As of today, red-listed visitors from India, Bangladesh, Nepal, Myanmar, Bhutan, Sri Lanka, Maldives, Brazil, Oman, Malaysia, Mongolia, Colombia, Chile, Uruguay, Argentina, Brazil, Paraguay, Bolivia, Peru, Costa Rica, Guatemala, Belize, El Salvador, Cuba, the Dominican Republic and certain countries and territories in Africa are not permitted to enter into the territory. 

Turkey

Cappadocia, Turkey

Turkey is open to most fully vaccinated visitors without test or quarantine requirements. Arrivals need to submit a vaccine certificate showing they received the last curse of an approved vaccine at least 14 days before traveling to Turkey or that they recovered from the virus in the last six months.

However, due to concerns about the spread of Delta variant, said benefit does not apply to everyone yet.

Visitors from the United Kingdom, Iran, Egypt and Singapore must present a negative PCR test result taken within the last 72 hours prior to arrival to Turkey.

Passengers with travel history to Afghanistan, Bangladesh, Brazil, South Africa, India, Nepal, Pakistan, Sri Lanka in the last 14 days must bring a negative PCR test taken no more than 72 hours before arrival and quarantine at designated locations.

Greece

Fully vaccinated U.S. and EU travelers can enter Greece without a PCR test or quarantine if they can produce a vaccine certificate. 

Greece’s COVID case trajectory is on the upward spiral again. The country has been reporting up to 800 new cases per day in the last 14 days.

Montenegro

Travelers from the European Union, U.S., Canada, Serbia, Kosovo, Bosnia and Herzegovina, Albania, Russia, Belarus, Ukraine, Israel, Norway, Kazakhstan and Northern Macedonia are allowed entry to this European country without testing or quarantine.

One restriction applies. These visitors must be able to prove they have been in those territories in the last 14 days, otherwise they will need to submit a COVID-19 test or proof of vaccination.

Sweden

Only visitors from Norway, Denmark and Iceland are exempted from presenting a COVID-19 test or quarantine upon arrival. This very limited list will be reviewed on August 31. 

Sweden has been the only country in the world that never required citizens to wear a face mask. 

Until now, only 23.5 percent of its population has been fully vaccinated.

Spain

Barcelona, Spain

Fully vaccinated travelers are welcome to Spain without testing or quarantine restrictions. This includes not only EU visitors but also Americans and even some South American countries. 

All arrivals regardless of their nationality or age must complete a Health Control Form to obtain a QR code generated through the Spain Travel Health portal. It will be needed to board aircraft and to pass health controls on arrival in Spain.

Unvaccinated visitors can also present a negative COVID-19 test or proof of recovery from the virus to be permitted entry.

Croatia

This European country gives visitors 3 easy options to enter. 

  • Visitors can bring a negative PCR test not older than 72 hours or a rapid antigen test not older than 48 hours. Or
  • Proof of recovery from COVID-19. Visitors who have passed COVID-19 can bring either a medical certificate or a positive PCR or rapid antigen test performed in the last 12-180 days. Or
  • A vaccine certificate. What is special about Croatia is that authorities accept “any vaccine.” This means that people immunized with the Russian and the Chinese vaccines are also welcomed. 

To make things even easier, passengers can upload their information and attachments to Enter Croatia web so the screening process at the airport is  faster. 

Panama

Visitors from all countries are welcome to visit Panama without quarantine or vaccination restrictions. To be permitted entry, travelers only need to present either a negative COVID-19 PCR test or an antigen test, which is certainly cheaper and easier to get.

Visitors can also arrive in Panama without a test and take one at the airport. This is a convenient option but it’s not very recommended because in case they tested positive for COVID-19 they would need to quarantine. 

Also all visitors must complete and sign an electronic sworn affidavit prior to check-in. But that would be all.

Egypt 

Egypt

Tourists are allowed entry only by presenting a PCR or a serology COVID-19 test. Proof of vaccination is not required and there’s no mandatory quarantine.

Long-haul travelers from Japan, China, Thailand, United States, South America, Canada, London Heathrow, Paris, and Frankfurt are permitted to bring a test test certificate performed at 96 hours prior to their flight departure.

People traveling to Sharm El Sheikh don’t even need to arrive with a PCR test. They can take it upon arrival. 

Ecuador

Galapagos Islands, Ecuador

Ecuador is open to most visitors and only requires a PCR test taken 3 days prior to arrival to allow them in. 

Also, visitors who have received both doses of a COVID-19 vaccine 14 days prior to the flight date can enter the country without having to present the PCR test.

Galapagos

The internationally celebrated islands reopened for tourism on July 1.

Commercial flights resumed operations on August 3. To enter the islands passengers will be requested to bring either a PCR test or proof of vaccination. 

Countries dropping all Covid-19 domestic restrictions 

Those eligible to visit these countries or territories will be shocked to notice how life looks quite similar to pre-pandemic times. Check them out!

Denmark

Copenhagen, Denmark

On September 10, the Nordic country lifted all its Covid-19 related restrictions. 

The country’s “COVID passport” is no longer needed to access restaurants, sports centers or nightclubs. Additionally, children will no longer be sent home if they come into close contact with a positive COVID-19 case. 

Danish people can now return to the office as normal, and schools are open with no restrictions. 

The virus is “no longer a critical threat to society” said Health Minister Magnus Heunicke last week. 

Spain

Spain has not officially dropped all its Covid-19 restrictions but the on-the-ground situation looks like it. 

In Mid-August the Supreme Court in Madrid ruled against an Andalusian government proposal to use “Covid-19 Passports” as filters to only allow fully vaccinated customers or people bearing a negative Covid-19 test to enter inside establishments.  

Also, the High Court of Catalonia rejected the latest government’s attempt to keep a night curfew in Barcelona and some 60 other municipalities.

Florida, United States

Miami, Florida

The United States is not only listed here as a country with easy entry requirements but also it has states the size of European countries where Covid-19 restrictions virtually do not exist or are even forbidden.

In Florida, for instance, people can freely walk around or enjoy inside establishments without wearing a mask or keeping social distancing.  This is not only permitted but protected by Gov. DeSantis’s administration.
