Countries Open to American Tourists: 2021 August Update
Lots of countries have partially or completely reopened, but many of them are not open to Americans just yet.
Even when they take American tourists, there are a number of restrictions and regulations travelers need to be aware of. . Vaccine certificates, Covid-19 PCR tests or mandatory quarantines are among the most popular.
Here is a complete list of most appealing destinations open to Americans.

Yes, Americans can travel to some European and Schengen countries. (See requirements below).
- Can Americans travel to Mexico?
Yes, Americans can visit Mexico but only via air. Land borders with Mexico are still closed.
- Can Americans travel to Canada?
Canada is not open for American visitors during COVID. Only in same special cases Americans will be allowed to enter Canada.
- Is USA open for Europeans?
No, USA still remains closed for the European visitors but the government is working on reopening.

European Union (27-nation bloc) – Reopening
When can American tourists travel to Europe?
American tourists who have been fully vaccinated against Covid-19 will be allowed to enter the European Union this summer, said Ursula von der Leyen, the European Commission president, last week.
Both, The EU and the US are working on how to make vaccine certificates acceptable as proof of immunity for visitors. The entry rules and protocols have not been announced but they are expected to be released soon.
“The Americans, as far as I can see, use European Medicines Agency-approved vaccines […] “Because one thing is clear: All 27 member states will accept, unconditionally, all those who are vaccinated with vaccines that are approved by E.M.A.,” said Von der Leyen.
Each E.U. country is reopening on a different date with different restrictions. Travelers should consult with their embassies to learn about these specific dates and requirements.
List of European countries open to fully vaccinated travelers (Updated July 26)
Italy: Open to vaccinated U.S. travelers from June 21. Visitors must obtain Italy’s “Green Pass”, a digital certificate issued by the Ministry of Health, which contains a QR Code that will be required to board planes, participate in public events and even to move around the territory.

France: Open to vaccinated travelers under new rules. EU countries and some third-party green-listed countries including South Korea, Japan, and Israel, can avoid COVID-19 testing requirements altogether. Vaccinated tourists from France’s “orange” list, including the US, the UK, and most countries in Africa and Asia can now visit for tourism. Negative COVID-19 test is required.
Spain: Open for vaccinated travelers from multiple countries worldwide including the U.S. Arrivals from “risk” areas can avoid quarantine by presenting an EU approved vaccine certificate and a negative COVID-19 test.

Greece: Open to tourists from more than 50 countries, including all EU states, the US, Canada, Russia, and China. Visitors must bring a vaccine certificate, proof of a negative COVID-19 test or proof of recovery from COVID-19.

Cyprus: Open for tourism to all EU and EEA states, Canada, Egypt, Serbia, the UK, and the U.S. Different conditions apply depending on the visitor’s point of departure. However, fully vaccinated travelers can enter without restrictions.

Croatia: Open for tourism to fully vaccinated EU nationals. Vaccinated arrivals from third-party countries are also allowed under similar conditions. However, all passengers from South Africa, Brazil, and India must quarantine.
Madeira, and mainland Portugal but with restrictions: Fully vaccinated travelers can visit the autonomous Portuguese region of Madeira without restrictions. Only EU countries and U.S. nationals are allowed to enter mainland Portugal and different restrictions apply depending on the country of departure.

Germany: Some limited areas of the country are open to fully vaccinated visitors from the EU and Schengen Area. Proof of a negative COVID-19 test is required every time a visitor wants to enter most tourist venues such as restaurants and bars.

Austria: Open to U.S. travelers. A vaccine certificate, proof of recovery or a negative Covid-19 test result is required.
Denmark: Open to visitors immunized with Moderna, Pfizer, AstraZeneca or Johnson & Johnson vaccines.
Finland: Open to Americans from July 12. Travelers will need to submit proof of having been immunized at least 14 days prior to departure.
Iceland: Open to vaccinated American travelers.

Ireland: Open to both vaccinated and unvaccinated U.S. travelers from July 19. Vaccinated visitors are permitted to bypass testing and quarantine rules

Malta: Open to U.S. tourists who can produce a negative COVID-19 test.

Slovenia: Open to American visitors with vaccine certificate or negative COVID-19 test.
Switzerland: Open to U.S. passengers. Vaccine certificate is required.
United Kingdom: it’s open to American travelers but testing and quarantines are required as long as the U.S. continues to be amber-listed.

Belgium: Open to Americans without testing requirements only if they do not come from a red-listed country. The U.S. is currently labeled as a “green zone”. All people coming by air or boat from anywhere, or by train or bus from a country outside the EU must complete the Passenger Locator Form at the earliest 48 hours prior to their arrival.
Other EU countries including Latvia, Estonia, Austria, Poland, and Lithuania have waived some test and quarantine requirements for vaccinated EU visitors. Most travel from outside the bloc remains banned.

Jordan
This Arab nation home to the famed archaeological city of Petra is open for Americans who want to visit for leisure.
Visitors must bring a negative COVID-19 test taken no longer than 72 hours prior to the time of arrival in Jordan and take another one upon arrival in Amman at a cost of USD 39.52 (JD 28).
Fully vaccinated Americans are exempt from the second test if they can produce a vaccine certificate “which must be shown to the airline in paper or electronic form” and a QR code registration from the Gateway2Jordan platform.
Also, visitors need to purchase health insurance that Covers COVID-19 for the entire period of their visit.

Guadeloupe
The 12 islands comprising this French Caribbean archipelago are open to fully vaccinated Americans.
Visitors must have received their second dose of a Pfizer, Moderna or AstraZeneca vaccine at least 14 days prior to arrival in Guadeloupe, or more than 4 weeks after being immunized with a Johnson & Johnson jab.
Unvaccinated Americans will be allowed entry only for compelling or emergency reasons.
All visitors must carry out a PCR test 72 hours before departure or a rapid antigen test less than 48 hours before departure.
Albania
Albania was one of the first countries that started reopening its borders, on July 1st. Visitors from all countries can now enter Albania without restrictions.
At the moment, there are no tests required and also no need to stay in quarantine, only health and temperature checks at the airport are necessary. Quarantine will only apply in specific cases when ordered by the country’s health authorities.
There is a nationwide curfew from 10 p.m. to 6 a.m. Masks are still required in indoor public spaces for anyone over the age of 11. Not wearing a mask will result in a fine.
Anguilla
Anguilla, the British overseas territory in the Caribbean, reopened its borders to international tourists on May 25.
This territory requires travelers to bring a negative COVID-19 test taken within 3-5 days prior to departure, get an additional test on arrival, and undergo a 14-day quarantine. If the visitor is vaccinated the quarantine will be reduced to 7 days only.
Travelers interested in this destination will also need to request authorization to travel to the country. In addition they will need to present proof of a negative PCR test taken in the 3-5 days prior to their arrival.
Antigua and Barbuda
All arrivals by air must submit a negative Covid-19 RT-PCR test result taken within 7 days prior to arrival in Antigua y Barbuda.
Fully vaccinated visitors will no longer need to stay at government-certified accommodations. Those are now allowed to quarantine at home for only 48 hours, subject to the results of an additional COVID test taken upon arrival.
Visitors must pay US$100.00 for the test and residents only US$50.00. Tests should be prepaid at https://msjmc.org/covid_testing_quarantine.
Unvaccinated travelers will be assessed by the Port Health Authorities and will need to undergo at least a 7-day quarantine at a government-approved facility. The cost should not exceed EC$82.00 or US$30.00 per night.
Aruba
Aruba is currently allowing tourists from Canada, Europe, the U.S, most of the Caribbean, plus, all Central American and South American countries (excluding Venezuela & Peru).
On January 25, the Aruba Government closed its borders with Brazil until further notice.
All visitors must undergo a molecular SARS-CoV-2 test before entering the country.

Travelers who do not provide a negative COVID-19 PCR prior to arrival must test upon arrival at the airport and isolate in their hotel until they receive a negative test result.

Bahamas
The Bahamas is open to American tourists since July with a couple of entry restrictions. All visitors must submit a Travel Health Visa Application and wait for approval. Together with the Health Visa they must purchase mandatory health insurance.
This mandatory travel insurance must cover:
- Medical expenses up to USD $50,000 if travelers get the virus while on the island.
- A COVID-19 extra test taken on the 5th day of the visitors’ stay
- Quarantine accommodation expenses in case of getting infected with the virus. (from USD $500 per day/$7,000 USD max)
- Medical evacuation in case of necessity due to COVID-19 (up to $50,000 USD)
Travelers to the Bahamas also need to have a negative PCR COVID test in order to be able to board a plane. The test must be taken no longer than 72 hours before the flight.
Bahamas only reports 10-20 cases per day. Despite this, CDC organization doesn’t recommend any travel to Bahamas and the current warning is at level 3, which means that the risk of getting or spreading COVID is high. (Source: CDC.gov – Bahamas Warning Level 3)
Barbados
Barbados requires travelers from all countries to submit a Covid-19 test taken within 72 hours prior to boarding. Fully vaccinated visitors can now bypass quarantine requirements.
Other arrivals must quarantine – wearing a wristband – at government-approved accommodation at their own expense. On day 5, they should get retested and if the result comes back negative they will be free to resume their trip.
They must also fill out an Embarkation/Disembarkation form 24 hours before departure. Those who do not present the test may be denied entry.
Vaccinated visitors who have been to South Africa or Brazil within the 21 day period immediately prior to their arrival, will need to agree to a different set of rules. To learn more about this new restriction click here.
Bermuda
All visitors coming to Bermuda must bring a negative COVID-19 test taken within 72 hours before their departure and take another one upon entry.
Vaccinated travelers can avoid the 4-day quarantine. Non-vaccinated travelers must quarantine at their accommodations for at least 4 days.
All travelers to Bermuda who have been to Brazil, India or South Africa or who have made a transit through Brazil, India or South Africa in the 14 days before arrival must undergo a 14-day mandatory quarantine at their accommodations.

Brazil
In order to be granted entry to Brazil, both national and American visitors are required to present a negative (RT-PCR) test result taken no more than 72 hours before arrival.
While Brazil is currently open to Americans and others who arrive by air, those who wish to arrive by land or sea will have to wait for an indefinite period.
All those arriving in Brazil are required to have travel health insurance that will cover any medical treatment they might require while in the country. Quarantine is not required.

Colombia
Colombia no longer requires U.S. or other travelers to bring a negative COVID-19 test, undergo quarantine or download the travel App.
Effective June 4, both vaccinated and unvaccinated visitors are welcomed back without any restrictions, said Minister of Health, Fernando Ruiz Gómez on June 3.
Furthermore, the country also reopened all land, sea, river and ocean borders with all neighboring countries, also without restrictions.

Costa Rica
Costa Rica is open to Americans and PCR tests or quarantine are no longer required. Only insurance that covers COVID is required, and filling out a health travel form.
Cuba
Cuba is open to American tourists. All travelers must submit a negative COVID-19 PCR test taken less than 72 hours upon arrival, agree to take another upon arrival, and undergo a 7-day mandatory quarantine at a government-approved facility from June 5.
Also visitors must fill out a Health Declaration Card (with the address of where they will be staying).
Restrictions are expected to ease over the months to come after the last BioCubaFarma’s announcement.
Last weekend, the state-run biotech corporation announced that its domestic-produced vaccines Abdala and Soberana 02 reached 92 percent and 62 percent efficacy, respectively.
Curacao
Curacao is open to American tourists. All travelers are now allowed to enter if they bring a negative COVID-19 test result. Quarantine is not needed.
Passengers must present a PCR test taken no longer than 48 hours before departure and fill out and print a digital immigration card (DI).
Dominican Republic
Americans visiting the Dominical Republic no longer need to provide a negative Covid-19 PCR test on arrival or quarantine. Instead, the Dominican authorities will also administer a rapid test to randomly-selected passengers on arrival.
Travelers arriving without a negative PCR test certificate might eventually be subject to a mandatory 7-day quarantine at their own expense.
Additionally, they may need to be isolated until the results come back negative. In addition, all passengers must undergo a comprehensive health evaluation upon arrival. They must also fill out a Traveler’s Health Affidavit.
The country is under a nation-wide curfew. Failure to follow the curfew may result in arrest. This includes U.S. tourists.
Dominica
Dominica is open to Americans and other foreign tourists. All visitors are required to present a negative PCR COVID-19 test result taken up to 72 hours before arrival and agree to take another one upon entry.
New quarantine rules:
- Fully vaccinated travelers must quarantine for 2 days and take a COVID-19 test on day 2. If negative, they will be free to resume their trips.
- Unvaccinated travelers that have been present in a high-risk country within the last 21 days are required to quarantine for a minimum of 5 to 7 days and take another COVID-19 test.
- Visitors from low and medium-risk Countries might be allowed to monitor themselves at home for 7 days.
Travelers are also required to fill out an online form 24 hours before boarding.
Both documents must be uploaded and submitted. Once visitors receive an approval email from the Dominican Ministry of Health they will be allowed to fly to Dominica.

Dubai – UAE
Dubai is open to Americans as well as for tourists from all countries. All arrivals must present a negative COVID-19 test result taken no longer than 96 before departure. Quarantine requirements depend on the Emirate the traveler is visiting. Also, all visitors must have travel health insurance that will cover COVID-19 medical expenses in the country.
Considering the country of origin, arrivals may need to get re-tested on arrival.

Ecuador
Ecuador opened its borders to all visitors from all around the world including American tourists under a few conditions. Visitors (including minors) must bring a negative PCR test taken within 72 hours before the flight. Upon arrival, they will also be checked for COVID symptoms. If the rapid antigen test is positive, the traveler must self-isolate for 10 days.
All Americans can enter without a negative COVID-19 test bypassing the quarantine period if they have received two shots of a COVID-19 vaccine and can produce a certificate. This is valid for the mainland and the Galapagos Islands.
Additionally, If the visitor does not show visible symptoms of COVID-19, entrance will be granted without the need to quarantine. Otherwise, they will need to quarantine for 14 days.
On the other hand, Galapagos Islands, one of Ecuador’s most popular destinations require visitors to present a negative PCR test rest taken 96 hours before arrival to the islands.
Egypt
All Americans visiting Egypt must bring a negative PCR test certificate taken at a maximum of 96 hours before departure. Also, visitors must show proof of health insurance upon arrival. (Bring hard copies).
Travelers to Sharm El Sheikh are allowed to visit without a PCR test and then be tested upon arrival. In this case, travelers have to quarantine until they can produce negative test results.
Guatemala
Guatemala reopened on September 18 to all visitors, including Americans. There are some restrictions and entry regulations in place. All visitors need to have a negative PCR COVID test taken no longer than 72 hours before the flight.
If visitors arrive without a COVID test, they will need to quarantine for 14 days at their own expense. Also, Guatemala has reopened without restrictions to vaccinated travelers.
Visitors who have been to the U.K. (including Northern Ireland), or South Africa within the past 14 days could be denied entry, according to Guatemalan authorities.
Jamaica
U.S. Citizens need to request and obtain a travel authorization within 5 days of their planned travel date. Americans, Brazilians, Mexicans, and people from Dominican Republic are required to pass a Covid-19 PCR test taken within 10 days of departure. Visitors aged 12 years or over are exempt.
U.S. visitors are required to quarantine at their accommodation of arrival for up to 14 days.
Maldives
There is no mandatory quarantine for tourists, including Americans. They only need to submit a PCR test taken no longer than 96 hours before departure.
Travelers who test positive or have been exposed to people who test positive for COVID-19 will be required to quarantine for 14 days. Exposure can occur at a resort or in transit to/from their resort/hotel.
Visitors traveling to the airport for departure who come into contact with someone who tests positive will be denied boarding and quarantined for 14 days. Travelers who are required to quarantine will be required to pay for any additional extended stay. You should reconsider travel to Maldives if you do not have sufficient funds to cover any additional quarantine period.
All visitors will be asked a few questions and have their temperature taken by officials at the airport and will be required to fill out a health declaration card.
Islands with confirmed COVID-19 patients have been placed under travel lockdown. Visiting those places remains prohibited.
According to the new travel restriction Circular No: 88-PS/CIR/2021/31, Maldives has eased even more the restrictions for vaccinated travelers. These must have taken the second dose of a vaccine against COVID-19, at least, 14 days prior to their arrival. As of now, the country will only accept vaccines that have been approved by the World Health Organization (WHO) and the Maldives Food and Drug Authority.
Mexico
Mexico remains fully open to all visitors. However, the CDC has recommended Americans to avoid this country. Getting travel insurance is advised.
Mexico has been one of the few countries that has not closed its borders to Americans.
Visitors traveling to tourist hotspots such as Cancun, Puerto Vallarta, and Playa del Carmen will find that all hotels and other touristic venues are open but operating at a limited capacity.
Morocco
Visitors from visa-exempt countries including the United States are allowed entry. They will be required to submit a business trip invitation or a reserved booking to be able to do tourism in the country.
Travelers must submit a negative PCR test taken within 72 hours before departure, but no quarantine is needed.
Effective June 15, Morocco will reopen international visitors from the U.K., all European Union countries (except Lithuania), U.S., Canada, Russia, China and any UN member country that is not on Morocco’s list B.

Nicaragua
Nicaragua is open to American tourists. They only have to bring a negative COVID-19 test but they do not need to quarantine. Borders have been opened since July, 2020.
The COVID-19 situation is unclear since the local government has not revealed any reliable or confirmable data about the situation in the country.
Pakistan
Pakistan is another country that has reopened to Americans. Visitors must submit proof of a negative PCR COVID-19 test result but they do not have to undergo quarantine. Only symptomatic passengers must take an additional test upon arrival.
Travelers are also required to install and get registered on the Pass Track app prior departure.
Puerto Rico
Puerto Rico is open to all travelers with a few entry restrictions. They need to bring a negative PCR test or a vaccine certificate, otherwise, they will have to undergo a 14-day quarantine.
Travelers who enter the country must have tested negative for the coronavirus within 72 hours of arrival.
Puerto Rico is a U.S. territory and, therefore, excluded from the requirement to provide a negative COVID-19 test result to return to the mainland United States.

Rwanda
All travelers to Rwanda must fill out a form prior to arrival. Visitors must also submit a negative PCR COVID-19 test taken within 72 hours of departure and email the test results to lab@rbc.gov.rw and take an additional test upon arrival.
American citizens are now compelled to undergo an approximately 24-hour mandatory quarantine at a government-approved hotel while awaiting the results of the test taken at the airport.
Visitors will also be required to be re-tested before going on any tours.
Serbia
Visitors whose point of departure is the United States must submit either a negative PCR test or negative antigen test. This new requirement includes passengers who transit another airport on their way from the United States to Serbia. Quarantine is not required.
According to the latest government report, effective April 5, 2021, fully vaccinated travelers will not need to bring a negative COVID-19 test, nor quarantine upon arrival in the country.

Seychelles
Americans can now visit the Seychelles islands as long as they have been previously vaccinated against COVID-19. Vaccinated travelers will be free from all movement restrictions. Otherwise, they will need to submit proof of a negative PCR COVID-19 test and quarantine.
Visitors in this category must have received both doses of the vaccine at least two weeks before traveling. They will also need to get tested for COVID-19 in the 72 hours prior to boarding and submit both certificates to receive a Health Travel Authorization. (Source)
Visitors who have been to South Africa, India, Pakistan, Bangladesh, and Brazil, within the 14 days before arriving in Seychelles are not permitted entry.
St. Lucia
All travelers, including those from the bubble countries, must fill out a Travel Registration Form online and submit a negative COVID-19 test result taken within 7 days prior to departure.
All visitors must either confirm a reservation at a COVID-19 certified accommodation provider for the duration of their stay or pre-arranged stay at a government-operated quarantine facility
St. Maarten
Travelers to St. Maarten will be required to fill out an online health declaration form 72 hours prior to arrival.
They must also carry a copy on their person. They are required to pass a COVID-19 PCR test within 72 hours prior to arrival. They may be asked to retake the test upon arrival.
Tanzania
Tanzania is open to Americans and other visitors with no PCR COVID-19 test or quarantine restrictions.
Since there are no direct flights from the US to Tanzania, Americans must fly through a country that allows them to transit.
One possible transit point is Turkey.
Turkey
Turkey is open to American tourists with new entry requirements. All visitors must present proof of a negative PCR COVID-19 test or documentation from a licensed health care provider of having recovered from COVID-19 in the 90 days prior arrival in the country.
Anyone showing symptoms of having COVID-19 will be taken to a hospital for examination and will have to undergo a 14-day mandatory quarantine until they can produce a negative result.
Commercial airlines continue to resume their operation on a country-by-country basis.

Turks and Caicos
Turks and Caicos is another country open to American tourists in Caribbean waters. Visitors are required to present a negative COVID-19 PCR test result taken 5 days prior to departure, certification of health insurance that covers COVID-19, and they must fill out an online health screening questionnaire.
The US Virgin Islands
U.S. Virgin Islands Commissioner of Tourism Joseph Boschulte has just clarified that Americans visitors to the U.S. Virgin Islands do not have to quarantine or submit a COVID-19 test on arrival or when coming back home because they are also part of the American soil.

Sri Lanka
All arrivals will need proof of a negative PCR COVID-19 test result and health insurance. Once in Sri Lanka, vaccinated Americans need to take a test on arrival, if results return negative, they will be freed from quarantine and will no longer need to take another COVID-19 test on day 7.
Unvaccinated tourists will need to stay for 14 days in one of the country’s “bio bubbles” made of 1 or multiple hotels.
They will have access to all common areas in their bubble and they can get tested for COVID-19 every time they wish to leave their hotel. (Source)
