December 13 – Hawaii has adjusted its COVID-19 rules on all its islands

The SafeTravels Program will remain in place statewide through at least Jan. 28, but since local governors are now in charge of rules in their territories some things may change from an island to another.

Island of Hawaii – Indoor social gatherings of more than 25 people and outdoor gatherings of more than 100 have been forbidden.

Kauai – gathering limits were increased to 40 people indoors and 100 outdoors. Events larger than that require attendees to present proof of vaccination or a negative test.

Maui – outdoor restrictions have been lifted but indoor gatherings are still limited to up to 10 people.

Oahu – All capacity limits have been lifted but attendees must present proof of vaccination or a negative COVID-19 test for large events.

What is open in Hawaii?

The Polynesian Cultural Center and the Hukilau Marketplace in Oahu Island and many other attractions have opened up for visitors again.

Visitors can engage in the islands’ guided tours, surfing classes, hiking, excursions, kayaking, helicopter trips, water sports, and ranch adventures as long as they wear a mask and practice social distancing.

Visitors need to download the Safe Travels app.
To forgo the mandatory 10-day quarantine they can upload a negative PCR COVID-19 test no older than 72 hours and from a trusted partner. They must upload it before boarding and bring the original document with them.

November 6 – Hawaii updates entry restrictions as the U.S. reopens on Nov. 8

The state of Hawaii has updated its entry regulations for international tourists on direct flights to Hawaii from Nov. 8 onwards.

Complying with new federal rules international travelers must now present both proof of being fully vaccinated and a negative PCR or antigen COVID-19 test.

Unvaccinated domestic visitors must still use the state’s trusted travel partners service to obtain their COVID-19 test.

The government also announced that some of its domestic restrictions for restaurants and bars, as well as public gatherings, will be eased.

October 15 – Gov. Ige might ease travel restrictions and “invite tourists back” to Hawaii soon

Gov. David Ige told reporters at Honolulu Star-Advertiser that a number of COVID-19 restrictions will be eased soon.

On Wednesday, he signed a plan to amend COVID guidelines, easing restrictions on Maui.

“As we see trends continue, and we are seeing lower and lower cases counts, we definitely will be inviting tourists back and it’s just a matter of how we would do that.”

Gov. David Ige is expected to make an official announcement encouraging tourists to return to the Aloha State before Christmas.

October 4 – Hawaii extends travel restrictions for 60 more days, confirmed Governor

Hawaii extended COVID emergency rules including the Safe Travels program for trans-Pacific visitors, as well as the statewide mask mandate due to the ongoing Delta variant crisis on the islands, confirmed Gov. David Ige on Friday.

“Today the number of cases has been trending lower, and the number of patients in our hospitals has continued to fall,” Ige said Friday at a press conference. “However, COVID continues to cause high rates of infection throughout our state.”

The new mandate, which also restricts social gatherings, will be in force until December.

September 15 – Honolulu now request customers to show proof of vaccination

After multiple failed strategies to stem the spread of the virus and reduce hospital occupancy, Honolulu Mayor Rick Blangiardin decreed that starting Sept. 13, customers and employees of hundreds of tourist establishments will have to bear proof of vaccination or a negative Covid-19 test to be permitted entry.

“We don’t want a lockdown (…) I am on the record as saying that. We don’t want a lockdown. But we need to all work together to make sure we don’t have to do that, and this is a good, safe way to get it done” Blangiardin said.

The order is intended to last at least for 60 days.

July 25 – Hawaii to streamline travel with new CommonPass app

Hawaii has moved a step closer to lift most travel restrictions by letting fully vaccinated tourists sidestep COVID-19 testing and quarantine requirements by digitally verifying their SMART Health Cards through the new CommonPass app.

In order to do so, travelers need to have been issued a digital vaccine record “SMART Health Card” at a CommonPass-approved site.

Hawaii plans to lift more entry restrictions once 70% of its population is fully vaccinated.

Last Thursday the state saw 243 new COVID cases, the highest single-day rise in infections since January 5.

July 9 – Hawaii dropped entry restrictions for fully vaccinated mainland U.S. travelers on July 8

Hawaii lifted quarantine and other entry restrictions for fully vaccinated mainland travelers from yesterday (July 8).

The Safe Travels program is also supposed to come to an end at the end of July. But for now, visitors still need to upload their vaccination certificate to be allowed entry.

Lt. Gov. and State’s COVID-19 liaison doctor Josh Green, asked travelers to be patient because airport screenings are going to be slow over the next few days.

“This is pandemic after all, you are traveling during a pandemic and have to be able to be patient,” said Green.

June 24 – Hawaii to move ahead with quarantine and testing restriction liftings before July

Hawaii is paving the way forward with the first massive stage of Covid-19 restriction liftings.

This means the state did not want to wait until the end of July – as it was announced – to start lifting quarantine and testing restrictions for travelers who were vaccinated in the state.

In order to obtain this benefit, visitors must upload their vaccine certificate to the state’s Safe Travels site, a program that is also supposed to be eliminated by the end of July.

“The easing of travel restrictions is a direct result of our robust vaccination rate, and a community that sacrificed and did what it had to do over the past year and a half to stop the spread of Covid-19. We need to push hard now so we can get to the point where Safe Travels is no longer needed to keep the people of Hawaii safe,” said Gov. Ige said in a statement.
