Hosts of Community Pantries Are Not Exempt Or APORs During The August 6-20 ECQ

The Metropolitan Manila Development Authority (MMDA) has requested community pantries to stop its operations during the Enhanced Community Quarantine, which starts on August 6.

Community pantries and their hosts are not on the list of authorized people allowed to leave their homes when ECQ is implemented again. This was what Joint Task Force COVID Shield Commander Lt. Gen. Ephraim Dickson said in a video interview on Cignal TV’s OnePH news program hosted by Jove Franciso and Chiqui Vergel and streamed live on its YouTube channel last August 2.

Lt. Gen. Ephraim Dickson clarified the new protocols for Metro Manila under the new Enhanced Community Quarantine or ECQ.

Vergel asked the commander about the people who wanted to help, are hosting community pantries, or want to distribute food and monetary allowances and if they would be considered APOR or Authorized Persons Outside of Residence.

“Strictly speaking, bawal po lumabas. Sa mga willing mag donate siguro pag sila ay kasama sa APORs talaga, eh pwede po sila lumabas. Pero pag hindi po sila APORs, hindi po sila pwedeng lumabas talaga (they are not allowed to go out. For those willing to donate, if they are really APORs, they are allowed to go out. But if they are not APORs, they are not allowed to go out),” said Dickson.

Vergel clarified this by asking, “Ah. So hindi talaga pwedeng magsagawang ng humanitarian activities during the ECQ (So those who want to participate in humanitarian activities will not be able to during the ECQ)?”

“Yes,” said Dickson.

Ana Patricia Non, or more popularly known as Patreng Non, posted a video message on August 2 on her Facebook page in preparation for ECQ.

Sa tanong po ng marami, tuloy tuloy pa rin po ang community pantries, community garden, and community kitchen. Tuloy tuloy lang po ang mutual aid natin. Hindi naman po natatapos po ang pagtulong, lalo na po kung kelan po siya pinaka kailangan. 

“Ang pinagkaiba lang po ay kailangan natin mag isip ng mga ibang ideya para paano po tayo magiging safe dahil tumataas naman ang COVID cases,” said Non.

Under the guidelines for the ECQ, only APORs will be allowed to leave their residences during this time. The ECQ will be implemented starting August 6 until August 20.
