(Eagle News) — The northeasterly surface windflow is affecting extreme Northern Luzon. According to the Philippine Atmospheric Geophysical and Astronomical Services Administration, Metro Manila will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms.
